STAR Capital was founded in 2016 with the goal of building a quality assisted living healthcare network on the east coast of the United States.
Since 2016, our founder, Fuzail Rizvi has been providing the east coast with quality assisted living. Before forming STAR Capital and the STAR Care Network, Mr. Rizvi was a director for two years at RD Capital Partners LLC – a UK healthcare company involved in managing and investing in the dementia care and adult care facilities in the UK with GBP 40 million of assets under management.
In 2018, Mr. Rizvi acquired Goose Creek Manor near Charleston, South Carolina. In 2019, Shuler healthcare, Kernersville, North Carolina was the second addition to the STAR Care Network. In 2021, STAR Care Network acquired Cypress Manor in Roper, North Carolina.

Meet The Team
Fuzail A Rizvi
Founder and President -STAR Capital
Fuzail A Rizvi formed STAR CAPITAL in JUNE 2016. Fuzail’s vision is to build quality Adult Care/Senior Care and Dementia Care business in the USA with acquisition and merger.
Fuzail, with STAR Capital, has owned and operated Goose Creek Manor in Charleston, South Carolina since June 2018.
Before forming STAR Capital and the STAR Care Network, Mr. Rizvi was a director for two years at RD Capital Partners LLC – a UK healthcare company involved in managing and investing in the dementia care and adult care facilities in the UK with GBP 40 million of assets under management.
Fuzail has experience working as a senior consultant and executive in the health care and financial industry, including federal, state, and commercial environments in various countries. During his career spanning more than two decades, Fuzail has developed an expertise in leading, managing, providing management solutions across several industries, including Healthcare, Finance and Consumer Products.
Fuzail holds a master’s degree in Finance, Economics, and Accounting, and a Masters of Science in Computer Science. He also holds an Entrepreneurship Specialization Certificate from the University of Pennsylvania. He also was nominated from the federal government for leadership training from the prestigious Federal Executive Institute in Charlottesville, Virginia.
Roohi Rizvi
Vice President of Operations – STAR Capital
Roohi Rizvi is the Vice President of Operations for STAR Capital including Shuler Health Care and Goose Creek Manor. Prior to joining as Vice President of Operations for STAR Capital in November 2019, Ms. Rizvi served as a consultant for STAR Capital.
Ms. Rizvi has ten years of experience as a teacher in Loudoun County Public Schools in Northern Virginia. She has served as a teaching assistant in the elementary school classroom educating the citizens of tomorrow.
Ms. Rizvi holds a bachelor's degree in education and master's degree in commerce.
Greta Shuler
Administrator – Shuler Health Care
Greta Shuler is the administrator at Shuler Health Care. Mrs. Shuler has unbeatable years of experience as she started working in healthcare when she was 17 years old. She got her administrators license 21 years ago. A seasoned veteran of the senior care industry, she has worked in the family business at Shuler Health Care in the healthcare industry for 35 years. It is a joy for her to welcome someone to our community and to see it become “home” for them.
After work, she enjoys spending time with her husband and her family, the grand-babies are the best, of course! She also enjoys gardening and cooking.
Linda Barber Asby
Administrator – Cypress Manor
Linda Asby is the administrator at Cypress Manor. Linda has about 30 years of experience in the healthcare field. She started as the administrator of a new sixty-bed facility. This was a learn-as-you-go, experience for her. One year later an additional sixty bed Alzheimers unit was added to the facility. She remained in this capacity for ten years. Following this, she traveled over the state opening new Assisted Living facilities and filling the beds. Due to all the traveling involved, after five years, she stopped traveling and became the regional manager for seven care homes. Cypress Manor is now her true passion, caring for the elderly and mentality challenged residents. I believe in meeting their needs, giving respect, kindness and loving them like a family.
Spending time with her family is Linda's favorite pastime. She has five grandchildren who are keeping her on the go and there is nothing greater than that.
Ida Marie Simpson
Asst. Administrator & Office Manager – Cypress Manor
Ida Marie Simpson-Candy is the Assistant-Administrator and Office Manager at Cypress Manor.
I’m from Roper, North Carolina. I’m married to a loving husband and I also have four wonderful children that I love dearly. I love spending time with my family and fishing in my free time. I started my journey receiving my early childhood credentials in 1999 becoming a daycare provider and slowly transitioned to adult care. I started working at Cypress Manor in 2001. I have 20 years of experience in the healthcare field. I became a caregiver and Med Tech prior to becoming the office manager. Making sure my residents are safe and healthy is my top priority! I consider Cypress Manor residents my family.
Vernell Dottery
Executive Director-Goose Creek Manor
Vernell Dottery is the Executive Director/Administrator at Goose Creek Manor. She brings with her many years of experience from large and small Assisted Living communities. She is originally from New York but claims Summerville, SC “a place to call home”. Her passion and love are working with seniors and adults with disabilities.
Vernell has earned two Master degrees; a Master of Arts in Mental Health Counseling, and a Master in Education (Specializing in School Counseling). She is a CPR/First Aid instructor, a certified Servsafe Instructor on Food Safety, a registered Servsafe Exam Proxy, a certified School Counselor, a SC Realtor, a certified DiSC facilitator, and is the CEO of Positive Visions Consultant Group (Resource solutions for ALF).
Marie Ariza
Office Manager-Goose Creek Manor
Marie Ariza is the Office Manager at Goose Creek Manor. Marie has been working in the healthcare Business for more than 6 years. Marie is an invaluable part of GCM’s day-to-day operations. Her dedication in caring for the elderly has driven the team at GCM to be more inspired and dedicated to their job, providing a greater atmosphere for the residents we care for.

STAR Capital is focused on developing a quality Senior Care and Dementia Care network through merger and acquisition in the eastern United States. We are growing fast and looking for undervalued healthcare opportunities and investors that want to join us on this journey.
Our goal is to achieve a market leadership position in the eastern United States by acquiring Assisted Living Facilities (ALF) and Dementia Care Facilities (DCF). Industry reports indicate that there will be 1.7 Million more people in need of ALFs within the next two years, STAR Capital is well poised to take advantage of this ever growing market.
In addition, Americans are living longer than ever, unfortunately this means that there will be more Americans living with neurogenerative diseases. Industry estimates indicate that the number of Americans living with Alzheimer's disease will nearly double by 2050. These people need quality care and the STAR Capital care network is expanding into this worthwhile sector.
